Not everybody can speak, read or write french. 
The Mirage IIIB is activated by lua entry. -

as written above, the Mirage IIB is activated by the lua file.
I guess you´ve downloaded my skins digitalcombatsimulator.com/en/files/3316519/
There are the lua files included which activate the 2 seater.
Just select the Mirage IIIC in Missioneditor and select the special skin to fly the Mirage IIIB. -

Yes it is.
You have to add the AIM-9B in the Aircrafts lua file on the specefic pylon.
Edit: Should be GAR-8 i guess. -

Die grosse Herausforderung wird sein, für alle Versionen ein Liveries zu erstellen, das wird wohl noch ein Weilchen dauern. -
